Mr. K Rajaraman, Chairperson, International Financial Services Centres Authority (IFSCA), assumed charge on 1 August 2023 after an illustrious career spanning nearly 35 years in senior leadership roles across the Government of India and the Government of Tamil Nadu. Prior to joining IFSCA, he served as Secretary to the Government of India in the Department of Telecommunications, retiring from the Indian Administrative Service in August 2023. An alumnus of BHEL, Trichy, where he began his professional journey as a Design Engineer, Mr. Rajaraman holds a B.Tech in Electronics and Communications, a first-class MBA, and a Master’s degree in Economics. His extensive administrative experience covers critical areas including investment promotion, foreign direct investment, public sector undertakings, industrial infrastructure development, and VAT administration. During his career, he served as Managing Director of Chennai Metro Rail Limited for nearly four years during its formative construction phase, Commissioner of Commercial Taxes in the Government of Tamil Nadu, and Joint Secretary (Expenditure) in the Government of India. He also held the position of Additional Secretary handling Investment, IER and Administration in the Department of Economic Affairs, Ministry of Finance. Through these roles, Mr. Rajaraman has contributed significantly to policy formulation, fiscal management, infrastructure development, and institutional strengthening, bringing deep regulatory insight and governance experience to his leadership at IFSCA.

Mr. Vijay Krishnamurthy, Managing Director & CEO of India International Exchange (India INX), is widely regarded as a leading innovator in India’s fixed-income and cross-border market ecosystem. His product vision, regulatory depth, and market-building leadership are steering India INX toward becoming a globally competitive exchange within GIFT City IFSC.
A critical force in India’s debt and index infrastructure, he pioneered security-level valuations and developed debt and hybrid indices that became benchmarks for the fixed-income market. He also introduced the Request for Quote (RFQ) platform, now central to institutional and retail bond trading.
Under his leadership at India INX, the USD-denominated Sensex Futures were introduced, opening new avenues for foreign investors to participate in India’s growth. He later drove the expansion of India INX Global Access, enhancing international investor connectivity and access to global securities. At India INX, his vision propelled the Global Securities Market to establish USD 82 billion in MTN programmes and list USD 61 billion of debt securities, positioning the exchange among the fastest-growing offshore listing venues worldwide.
His policy contribution spans multiple SEBI committees and working groups, where he has contributed to reforms across debt markets, index governance, and disclosure frameworks. He works closely with IFSCA, to strengthen GIFT City’s positioning as a competitive international financial centre.
An alumnus of SIES College of Management Studies with a PGDBA in Finance and Marketing, Vijay is a respected voice at global forums such as the Asia Pacific FIX Conferences and is recognised as a decisive market architect shaping India’s next generation of debt and international market infrastructure.

Mr. Aloria G. R., IAS (Retd.), is an economist by training and one of India’s most experienced senior civil servants, with over 35 years of distinguished service in public administration. A member of the prestigious Indian Administrative Service, he retired as Chief Secretary of Gujarat, the highest position in the state bureaucracy. His career spans district administration, state-level governance, and strategic policy leadership, with a sustained focus on urban governance, infrastructure development, technology-driven public service delivery, and inclusive public policy. As Chief Secretary, he served as Cabinet Secretary to the Council of Ministers and Principal Advisor to the Chief Minister on governance and public policy matters. During his tenure, Gujarat emerged as the top-ranked state in Ease of Doing Business, alongside major advances in power, roads, water, urban infrastructure, tourism, agriculture, innovation, and industrial investment. He chaired several key public sector undertakings, including GSPC, GSFC, GNFC, Gujarat Maritime Board, GACL, Gujarat Gas, and GSPC LNG. Mr. Aloria played a pivotal role in conceptualising landmark projects such as the Diamond Research and Mercantile City (DREAM City) in Surat, multimodal transport hubs at Surat and Gandhinagar under the PPP model, and the Ahmedabad Metro Rail Project. He also led major reforms in affordable housing, slum redevelopment, sanitation, Aadhaar coverage, and direct benefit transfer systems. Earlier, he served as Managing Director of the Sardar Sarovar Narmada Project, overseeing large-scale land acquisition and canal expansion, and as Additional Chief Secretary (Home), spearheading police modernisation and e-governance initiatives.

Dr. Anju Sharma, IAS, is a senior officer of the Indian Administrative Service with over 28 years of experience in public administration and governance. She currently serves as the Additional Chief Secretary, Agriculture, Farmers Welfare & Co-operation Department, Government of Gujarat, where she is responsible for policy formulation and implementation aimed at strengthening agricultural growth, farmer welfare, and cooperative institutions. Dr. Sharma holds an MBA in Marketing and Finance and a Master’s degree in International Development Policy from Duke University, USA. During her career, she has held several key leadership positions, including Collector and District Development Officer in various districts of Gujarat. She has worked across a wide range of departments such as Health, Revenue, Higher and Technical Education, Environment, and Forests, and has also served as Director in the Ministry of Commerce & Industry, Government of India. She is widely recognised for pioneering impactful and citizen-centric initiatives, including the e-Mamta Mother and Child Tracking System, “Khilkhilat” neonatal care vans, the 181 ‘Abhayam’ women’s helpline, School Safety Week, and the Student Startup and Innovation Policy. Dr. Sharma has received numerous prestigious awards, including the Prime Minister’s Award for Administrative Excellence and several national e-governance and innovation honours.

Mr. Sanjay Kaul, Group CEO & Managing Director, GIFT City, Gujarat, India, is a senior Career Civil Servant in the Government of India with extensive leadership experience in infrastructure development, financial governance, industrial promotion, Information Technology and tourism. He has spearheaded transformative initiatives across sectors vital to economic growth at the regional and national level. His contributions include leading major infrastructure projects such as the development of a world-class deep-water transshipment port terminal and strategic planning for new port facilities, marked by effective resolution of stakeholder concerns, supply chain challenges and public–private coordination. In the industrial domain, Mr. Kaul has championed regulatory simplification and institutional reform, enhancing ease of doing business, investment facilitation and enterprise services in line with national benchmarks. In the financial sector, he has aligned fiscal prudence with developmental priorities and pioneered innovative financial packages for medium and small industries, revival and entrepreneurial restructuring, strengthening institutional performance and widening credit access. At the national level, he has contributed to policy formulation, institutional development and international representation of India’s cultural policy at forums such as the United Nations, G20, BRICS and SCO, adding a diplomatic and strategic dimension to his administrative portfolio. Mr. Kaul holds a degree in Engineering from the National Institute of Technology, Surat, and a Master’s in Public Policy from the Maxwell School, Syracuse University, New York.

Ms. Paridhi Adani is Partner and Head of Ahmedabad at Cyril Amarchand Mangaldas, advising domestic and international clients on the legal and regulatory aspects of their business strategy in India. Ms. Adani regularly advises multinational corporations, Indian conglomerates, financial institutions, public sector entities, and technology-driven start-ups on the evolving regulatory and legal framework governing their businesses and operations in India. She has significant experience in handling public and private M&A transactions, joint ventures, strategic collaborations, and private equity investments across sectors, along with advising on corporate governance matters. She is also involved in drafting and negotiating long-term and high-value commercial contracts. She frequently advises both Indian and foreign clients on the Indian regulatory regime applicable to cross-border transactions, particularly foreign direct investment, and has liaised with Indian regulatory authorities on behalf of clients. Her practice also extends to advising organisations on workforce-related matters, including employment contracts, employee data management, exits, and statutory compliance. She has authored several domestic and international publications on joint ventures, business entry strategies, and corporate governance. She is a member of the Bar Council of Maharashtra and Goa, India.

Mr. Ruchir Agrawal serves as the Director (Finance) of Mazagon Dock Shipbuilders Limited (MDL), one of India’s premier Defence Public Sector Undertakings. His appointment approved by the Appointments Committee of the Cabinet (ACC) stands as a testament to his exceptional professional credibility and the Government of India’s confidence in his financial leadership. He also functions as the Chief Financial Officer (CFO) and Chief Information & Security Officer (CISO) of the company, shaping MDL’s strategic direction through his active role in several Board-level committees, including the CSR, Stakeholder relationship and the Risk Management Committee. A Fellow Member of both the Institute of Cost and Works Accountants of India (ICWAI) and the Institute of Chartered Shipbrokers, London, Mr. Agrawal brings a rare blend of financial expertise, maritime knowledge, and strategic foresight. With over three decades of diverse experience across the Oil & Gas and Defence sectors, he has built a distinguished career spanning International Trade, Treasury, Business Development, R&D, Corporate Audit, Shipping, Gas Operations, Corporate Finance, and Exploration & Production. His comprehensive exposure has equipped him with deep insight into complex commercial operations, risk management, regulatory frameworks, internal controls, and financial governance.

Ms. Mona K. Khandhar, IAS, Principal Secretary to the Government, Government of Gujarat, is a distinguished civil servant of the Indian Administrative Service with over three decades of experience across multiple levels of governance. She secured the 7th rank nationwide in the Civil Services Examination, 1995, and was the top-ranking female candidate of her batch, reflecting academic excellence and professional rigour. She is a Mason Fellow and holds an MPA in International Economics and Finance from the Harvard Kennedy School, and an EMPA in International Trade from Syracuse University. She graduated from Sydenham College, University of Mumbai, with a Bachelor’s degree in Commerce, specialising in Financial Accounting, Cost Accounting and Computer Programming. As Principal Secretary, Department of Science & Technology, she has led the formulation of state policies in emerging and high-technology sectors including IT/ITeS, GCCs, semiconductors, electronics, electronics component manufacturing, space-tech, telecom and biotechnology. Her contributions to positioning Gujarat as a semiconductor hub are notable, with three packaging facilities and one fabrication unit coming up at Sanand and Dholera. She also spearheaded the creation of an AI Taskforce and a five-year AI Action Plan, making Gujarat the first state to establish an AI Centre of Excellence at GIFT City.

Mr. Piyush Kothari serves as the Executive Director and CEO of Shivalik Investment Fund Pvt. Ltd. He is an alumnus of IIM Ahmedabad (AGMP), holds an MBA in Finance & Insurance. With 20 years of experience, he has excelled in fundraising, business strategy, investments, and deal structuring in the real estate sector. His expertise includes managing the entire lifecycle of real estate private equity funds. Throughout his career, Mr. Kothari has successfully led fundraising efforts with high-net-worth individuals, family offices, and institutional investors. He has a proven track record in investment strategy development, deal sourcing and execution, and portfolio management. His leadership style emphasizes governance, performance tracking, and sustainable growth making him instrumental in shaping the fund’s long-term vision and value creation strategy.

Mr. Neeraj Kulshrestha is the MD and CEO of NSE IFSC Clearing Limited (NSEICC) at GIFT City, Gandhinagar, which a wholly owned subsidiary of NSE International Exchange (NSEIX). He has a Bachelor’s degree in Computer Science from Delhi University and an MBA (Finance) from Indore University. He has over 35 years of experience in the financial sector, across Securities Markets and General Insurance. He started his career in National Insurance Company in 1988. He joined NSE in 1995 and was responsible for setting up Equity and Derivatives Trading and Clearing. He was appointed the MD and CEO of NSE’s index company (IISL) and data company (Dotex) in 2003. He joined Morgan Stanley India in 2005 and was Executive Director Operations. He joined BSE in 2015 in the Management team and was responsible for various functions - Operations, Business and Compliance. During his career he has been part of the transformation journey of Indian capital markets - from electronic trading with physical paper to dematerialisation of shares, setting up of depositories and clearing corporations, introduction of derivatives trading, trading on internet, mobile and high frequency trading, IPOs on exchanges and mutual fund distribution through exchanges.

Mr. Girish Chandra Murmu is the former Comptroller and Auditor General of India. Prior to this, he served as the first Lieutenant Governor of the Union Territory of Jammu and Kashmir. Before that, he served in various capacities in the Government of India, including Secretary, Department of Expenditure; Special and Additional Secretary in the Department of Financial Services and the Department of Revenue; and Joint Secretary in the Department of Expenditure. Before his tenure at the Centre, he served in important assignments in the Government of Gujarat. He has wide experience in administrative, economic and infrastructure fields. Mr. Murmu is a postgraduate in Political Science from Utkal University and holds an MBA from the University of Birmingham. He belongs to the Indian Administrative Service, Gujarat cadre, 1985 batch. He is an avid listener of Indian classical and Sufi music and has a keen interest in photography and painting.

Mr. M. Nagarajan is an IAS Officer of 2009 Batch, Gujarat Cadre currently working as the Managing Director of Gujarat State Road Transport Corporation. Prior to this he has worked as Collector and District Magistrate, Mehsana District, Gujarat where he created India’s first District Level Innovation Hub for Startups. Earlier as the Commissioner of Higher Education in Gujarat he implemented the National Education policy and developed the Student Startup Ecosystem. He has also worked as District Collector in Arvalli District and Kutch District of Gujarat and also led the Surat Smartcity Mission as CEO. He is a member of the Expert Group on IT and Cyber Security by the Ministry of Rural Development, Govt. Of India. He has a working experience of over 26 years in various government departments including Indian Railways, Indian Audit and Accounts Department and Reserve Bank of India (RBI) and in the Indian Administrative Service (IAS). He has made major interventions in health, education and rural development. He holds a Masters in Public Policy, Masters in Economics and an MSc in Computer Science. He is widely recognised as a mentor and supporter of innovative youth solving problems and building startups. A bureaucrat by profession he believes that technology is a great enabler of social change.

Mr. Banchhanidhi Pani, IAS, is a visionary administrator and transformative urban leader, currently serving as the Municipal Commissioner of Ahmedabad since February 2025. He is widely recognised for his decisive crisis leadership, having spearheaded the largest-ever multi-agency rescue operation during the Ahmedabad flight crash, coordinating the NDRF, SDRF, Indian Army, police, and airport authorities with exemplary precision. With over 20 years of distinguished public service, Mr. Pani has driven impactful reforms across urban governance, district administration, infrastructure development, technical education, sustainability, and public finance. Prior to joining the Indian Administrative Service, he served as an officer of the Indian Police Service (2004 batch), bringing a strong grounding in security, discipline, and public order to his administrative leadership. As Municipal Commissioner of Surat and Rajkot, he elevated both cities to national and international prominence under the Swachh Bharat Mission and Smart Cities programme. Surat received the India Smart Cities Award 2020 (“The City Award”) and the UNESCO Netexplo Smart Cities Award for resilience, alongside recognition for exemplary COVID-19 management. Earlier, as Collector of Sabarkantha, he led the Guinness World Record-winning “Clean Sabarkantha” campaign and received the Gujarat Government’s Best District Collector Award. An M.Phil. In International Politics, Mr. Pani champions inclusive, data-driven, and climate-resilient urban transformation, integrating technology, citizen participation, and governance excellence to build future-ready cities.

Mr. Muralidharan Ramachandran is an Independent Director at Angel One, and Bandhan Life Insurance where he contributes to and chairs key committees on Technology & Cybersecurity, Risk Management, ESG, and Audit, giving him a front-row view of how digital disruption, regulatory evolution, and cyber threats are reshaping corporate priorities. He is a veteran technology and cybersecurity leader with over 37 years of cross-industry experience, known for his ability to translate complex digital, cyber, and governance themes into practical, actionable insights for business audiences. With a career spanning CEO, CIO, CTO, CISO, and Global Quality Head roles, he brings a rare blend of strategic foresight, operational depth, and board-level governance expertise. His perspectives draw on hands-on leadership in digital transformation, cyber maturity building, and enterprise risk frameworks across global organizations. Through his advisory firm, MR Advisory, he works closely with CEOs, founders, and boards to build resilient digital strategies, strengthen cybersecurity posture, and foster innovation. His recent engagements span insurance, global BPOs, NBFCs, oil & gas, and deep-tech startups. An award-winning CIO and sought-after speaker at forums including IDG, Institute of Directors, and Board Stewardship, Muralidharan is known for delivering high-clarity, high-impact sessions that help leaders navigate technology, risk, and digital change with confidence.

Dr. Biswajit Roy is presently working as the Director General of Gujarat Energy Research and Management Institute (GERMI), a not-for-profit institution of the Government of Gujarat. He is an Independent Director on the Board of Gujarat Energy Transmission Corporation Limited (GETCO). Prior to joining GERMI, Dr Roy was the Director (Human Resource and Business Development) on the Board of M/s Oil India Limited, a ‘Maharatna’ Company of the Government of India. He also held the additional charge of the Hydrocarbon sector Skill Council (HSSC) as its CEO. Dr. Roy started his career with M/s Indian Oil Corporation Limited and worked for 32 years. Dr. Roy has a degree in Chemical Engineering from the University of Roorkee (now IIT, Roorkee) and a Ph. D. in Management from the Rajiv Gandhi Institute of Petroleum Technology. Widely travelled, he is a recipient of several awards and has published several papers.

Mr. Maheshwar Sahu, IAS (Retd.), is a senior civil servant with over three decades of distinguished experience spanning public administration, industry, infrastructure, and international development. He holds a degree in Electrical Engineering and a Master’s in Public Administration from the University of Birmingham, United Kingdom. During his career, he served for more than 10 years in the Federal Government, contributing extensively to policy formulation and implementation in the industry and infrastructure sectors. He also brings over three years of experience working with United Nations organisations, offering him a valuable global and multilateral perspective on development and governance. With more than 22 years dedicated to the industry and infrastructure domain, Mr. Sahu has played a pivotal role in strategic planning, policy-making, and the execution of large-scale infrastructure and industrial projects. He has had extensive engagement with international, national, and state-level industry and trade bodies, strengthening public–private collaboration. He has served as a Nominee Director on the boards of over 15 Central and State Public Sector Undertakings and has chaired more than eight corporations and companies across diverse industry-related activities. He was instrumental in setting up two societies in Gujarat to promote Corporate Social Responsibility (CSR) initiatives. A key contributor to Gujarat’s industrial growth, Mr. Sahu was closely associated with the implementation of four editions of the flagship Vibrant Gujarat initiative in 2003, 2009, 2011, and 2013.

Mr. Sailesh is a Former Secretary, Department of Public Enterprises, Ministry of Finance, Govt. of India and former Member, Public Enterprises Selection Board, Department of Personnel & Training, Govt. of India. He has also served as Registrar General of India and Census Commissioner in the Ministry of Home Affairs. He was elected as President of Association of National Census and Statistics Directors of America, Asia and Pacific from 2016 to 2018. His long experience in the power sector, in the Government of India, included handling the mega hydro projects, Tehri, Indira Sagar, Dulhasti, etc. and resolving the complex issues associated with them. He has vast administrative experience of more than 39 years having worked in senior positions in both Government of India and Government of Assam. As Secretary, Department of Public Enterprises, he was instrumental in path breaking reforms designed to assess the performances of the Central Public Sector Enterprises based on market parameters with an objective to enhance the shareholders’ value. As a member of PESB, was also instrumental in selecting the best talent for the board level positions in Central Government companies and evolving a framework for leadership development and succession planning.

CA Aditya Sesh is the Founder and Managing Director of Basiz Fund Service Private Limited (www.basizfa.com), a 20-year-young, SSAE and ISO 27001-compliant entity in the business of, inter alia, Fund Administration, Fund Accounting, Financial Reporting, Fund Tax, etc., servicing over 9,000 investment funds annually, across all asset classes. Mr. Sandeep Kumar Gupta is a Fellow of the Institute of Chartered Accountants of India and a Distinguished Fellow of the Institute of Directors. He brings with him over 36 years of rich and diverse experience in the oil and gas sector, with deep expertise in finance, strategy, risk management, and corporate governance. Prior to joining GAIL in October 2022, Mr. Gupta served as Director (Finance) on the Board of Indian Oil Corporation Limited from August 2019, one of India’s leading Maharatna public sector enterprises and a Fortune Global 500 company. During his tenure, he was responsible for critical functions including finance and accounts, treasury, pricing, international trade, optimisation, information systems, corporate affairs, legal, and enterprise risk management. He also served as a Director on the boards of several group companies. Mr. Gupta has received numerous professional recognitions, including the “CA CFO – Large Corporate (Manufacturing and Infrastructure)” award by ICAI in 2021, being named among India’s Top 30 CFOs by StartupLanes in 2022, “Best CEO – Oil & Gas Sector” by the India Today Group in 2023, and “CEO with HR Orientation” by the World HRD Congress in 2024. He currently serves as Chairman of Mahanagar Gas Limited, Brahmaputra Cracker and Polymer Limited, and GAIL Gas Limited, and as Director on the Board of Petronet LNG Limited. He is also Chairman of SCOPE and a member of the governing bodies of several national institutions and policy forums.

Dr. V. Sridhar, Senior General Manager (Cooperative Services) at NDDB is a professional in the field of dairying with experience of nearly three decades spanning both the private and public sectors. He obtained his Master’s degree in Veterinary Science (M.V.Sc.) from Andhra Pradesh Agricultural University and an M.B.A from the Sri Sathya Sai Institute of Higher Learning (Deemed University). Dr. Sridhar worked for reputed organizations such as Cargill Inc and Godrej Agrovet Ltd., for a decade before joining Indian Immunologicals Limited (IIL), a wholly owned subsidiary of NDDB. At IIL he headed the Product Management function and subsequently handled a P& L role as General Manager of the Cattle Feed Plant at Rajkot. Dr. Sridhar joined NDDB in 2017 and is currently heading the Cooperative Services vertical with responsibility for rolling out the ambitious White Revolution (WR) 2.0 programme of the Government of India in coordination with the state dairy federations, milk unions and Milk Producer Organizations (MPO). WR 2.0 envisages setting up of 75,000 new Multipurpose Dairy Cooperative Societies (DCS) and strengthening about 50,000 DCS across the country. Dr. Sridhar is also responsible for handholding 100 Fodder Plus FPOs and 26 Honey FPOs to enable them to transform into thriving business entities. His other responsibilities include guiding the various Milk Federations/Unions in various states to formulate business plans as well as conceptualize and roll -out strategies for procurement, sales and marketing.

As Chief Process Officer at Borosil Renewables Ltd. and Borosil Ltd., Dr. Jha leads process innovation and operational excellence initiatives across multiple manufacturing locations, overseeing an operational budget exceeding INR 1,600 crore. His leadership has resulted in pioneering advancements in process optimisation, quality assurance, and productivity enhancement. Through the deployment of lean methodologies, Total Productive Maintenance (TPM), time-based analysis, and advanced visual controls, he has enabled a nearly 40% increase in output while significantly improving efficiency, quality, and cost competitiveness. Dr. Jha has played a pivotal role in setting long-term policy direction frameworks that align short-, medium-, and long-term organisational goals. His contributions include driving profitability through productivity-led interventions, strengthening management capability through skill development, reducing attrition across white- and blue-collar workforces, and instituting robust review mechanisms that have delivered substantial cost savings. Hon’ble Mrs Justice Sunita Agarwal is the Chief Justice of the Gujarat High Court, Ahmedabad. She enrolled as an Advocate with the U.P. Bar Association and practised for over two decades at the Allahabad High Court, primarily in Civil, Writ, Original, and Commercial jurisdictions.
In recognition of her distinguished practice, Justice Agarwal was elevated as an Additional Judge of the Allahabad High Court in 2011 and took oath as a Permanent Judge in 2013. She is a trained and certified Mediator and was part of the very first batch of Allahabad High Court judges trained in Mediation and Conciliation.
Justice Agarwal has presided over Single and Division Benches across a wide spectrum of jurisdictions, including Civil and Criminal Appeals, Service matters, Land Acquisition, Intra-Court Appeals, and Constitutional cases. She was also a member of the Seven-Judge Bench constituted to address issues relating to subordinate courts and judicial infrastructure.
As the senior-most Judge of the Allahabad High Court, she served as the Executive Chairperson of the State Legal Services Authority, Uttar Pradesh. From 2016 onwards, she played a significant role in judicial administration, serving on several key committees. These included the Internal Complaints Committee under the Sexual Harassment of Women at Workplace Act, the Family Courts Committee, the Rules Committee, the Jail Reforms Committee, and committees focused on reducing case pendency, judicial appointments, court infrastructure, and administrative reforms.
Justice Agarwal also chaired multiple committees overseeing criminal case monitoring, law clerk engagement, judicial magistrate appointments, PIL matters, recruitment and promotions within the judiciary, and designation of Senior Advocates contributing substantially to institutional efficiency and judicial governance.

Hon'ble Justice Ritu Raj Awasthi, graduated in Law from Lucknow University in the year 1986 and enrolled as an Advocate on 1" February, 1987. He practised in Civil, Service, Educational matters at Lucknow Bench, Allahabad High Court and was appointed the Assistant Solicitor General of India for the Allahabad High Court in the year 2007. After practising for more than 20 years, he was elevated as an Additional Judge on 13th April, 2009 and took oath as permanent Judge on 24" December, 2010. Hon'ble Justice Awasthi was also nominated at the Senior Judge at High Court at Lucknow in the year 2021 and thereafter was elevated as Chief Justice of Karnataka High Court on 11th October, 2021. During his tenure as a Judge for more than 13 years, Hon'ble Justice Awasthi decided approximately 44,000 cased, out of which more than 600 judgments were approved for reporting. Most of the cases decided by Hon'ble Justice Awasthi have had nation-wide impact as well as international importance too. Justice Awasthi presided over the matters related to NRHM Scam, SAHARA-SEBI case, Reservation in promotion case, CBI Enquiry in CMO Murder Case, etc. Justice Awasthi also issued directions for the cleaning and preservation of River Ganga in the NamamiGange Case at Allahabad High Court, which had a far- reaching impact on the revival of the scared river and making it pollutions free. Justice Awasthi while holding the post of Chief Justice of Karnataka, decided various full bench cases, including those of Income Tax Matters and National Investigating Agency (NIA) case, mines and minerals and also the wearing of Hijab in school case. Justice Awasthi also decided other landmark cases like Online Gaming case, issue of legacy waste in Mangalore, appointment of Public Prosecutors and important Arbitration Cases as well. Justice Awasthi has made a remarkable contribution to the field of law which has had far reaching impact. He was appointed Chairman of 22nd Law Commission of India on 09th November, 2022 and continued till 26th March, 2024. He has been appointed as Hon'ble Judicial Member, Lokpal on 27th March, 2024.

(4) Assess the need and form of Government Guarantee to ULBs required for raising funds from the market.
(5) Assist the state government in formulation, appraisal, implementation and monitoring of urban projects funded from multilateral sources.
(6) Channelise additional grant / tax-sharing between the state and the ULBs ( as recommended by State Finance Commission ) based on criteria to be decided (e.g. reforms in accounting systems, revenue collection efficiency etc., undertaken by the ULB)
(7) Implement urban reforms as an agent of the State Government

Borosil Renewables Ltd. is the world’s premier solar glass manufacturer and is part of the Borosil Group, which has been engaged in manufacturing a wide range of consumer ware, scientific, and laboratory glass/glassware for more than six decades. Our state-of-the-art manufacturing facility is spread over more than 100 acres at Bharuch, Gujarat with solar glass production and processing capacity of 1000 tons per day (TPD), equivalent to ~ 6.5 GW per annum. Borosil Renewables Ltd. has acquired Europe’s largest manufacturer of solar glass, Interfloat Corporation. With this acquisition, our solar glass capacity has grown to 1350 TPD, and by 2026, our estimate is to increase to around 1950 tons per day (~12.5 GW), which is under implementation. The company has a strong focus on innovation and is known for its pioneering achievements like the development of the world’s first fully tempered 2 MM solar glass, solar glass with the lowest iron content giving the highest glass efficiency, and the first company in the world to successfully be able to remove an extremely hazardous substance – “Antimony” - from its solar glass. The company is known for its benchmarked low energy consumption and has maintained a 22% lower carbon footprint in comparison with the default score for the glass manufacturing industry confirmed in the Life Cycle Assessment study carried out by a reputed European institute. Uttar Gujarat Vij Company Limited (UGVCL) is a state-owned electricity distribution company serving the northern region of Gujarat. It provides power distribution services across more than 50,000 sq. km, covering six full districts and parts of three others. Its mission is to ensure reliable, affordable electricity supply and promote renewable energy integration in its service areas.
Gujarat Energy Transmission Corporation Limited (GETCO) was set up in May 1999 and is registered under the Companies Act, 1956. The Company was promoted by erstwhile Gujarat Electricity Board (GEB) as its wholly owned subsidiary in the context of liberalization and as a part of efforts towards restructuring of the Power Sector. The Government of Gujarat issued Notification No. GHU-2004–99-GEB-1104-7318-K dated the 31st December 2004, notifying the Provisional Opening Balance Sheet as on 31st March 2004 of the Six Transferee Companies containing the value of assets and liabilities transferred from erstwhile Gujarat Electricity Board (GEB) to the Transferee Companies. Assets of the Board were dis-aggregated into six companies – One each in Generation and Transmission and Four in Distribution. As a part of the above exercise, all the generation plants of GEB have been transferred to GSECL, which was a company already, existing since 1993. Subsequently, the Government of Gujarat vide Notification dated 31st March, 2005 notified that pursuant to the Transfer Scheme, the effective date for the transfer of assets, liabilities, proceedings and personnel be further extended to 1st April, 2005. A holding company, Gujarat Urja Vikas Nigam Limited (GUVNL), has been also been formed. Apart from co-ordination functions, GUVNL is also handling Trading and Bulk Supply functions.

The Corporation also procures food grains from farmers at support prices as per the approval of the Central Government/State Government. The Corporation also provides food grains and essential services to the needy during natural or man-made disasters such as earthquakes, droughts, floods, cyclones, communal riots, etc. as per the instructions of the Government.

The Gujarat Urja Vikas Nigam Limited was incorporated as a Govt. of Gujarat Company. Since 100% Shares in the other six companies are held by GUVNL w.e.f 1st April, 2005 they have become Subsidiary Companies of GUVNL as per the provisions of the Companies Act, 1956. The GUVNL is engaged in the business of bulk purchase and sale of electricity, Supervision, Co-ordination and facilitation of the activities of its six Subsidiary Companies. As a part of Power Reform Process, the Electricity Act, 2003, was passed by the Central Government and Gujarat Electricity Industry (Re-organization & Regulation) Act, 2003, was passed by the Government of Gujarat to restructure the Electricity Industry with an aim to improve efficiency in management and delivery of services to consumers.
Under the provisions of the said Acts Govt. of Gujarat framed the Gujarat Electricity Industry Re-organization & Comprehensive Transfer Scheme, 2003, (the Transfer Scheme) vide Government Notification dated 24-10-2003 for transfer of assets/liabilities etc. of erstwhile GEB to the successor entities.
