Ms. Alka Upadhyaya, an Indian Administrative Service Officer (IAS) (Madhya Pradesh: cadre) was appointed as Secretary, Department of Animal Husbandry and Dairying in April, 2023.

Ms. Upadhyaya has done M.Sc. (Organic Chemistry), MA (Economics) & Masters in Public Administration from Maxwell School of Public Policy, Syracuse University, USA.

She has a long distinguished administrative experience of 33 years in the IAS. Ms. Upadhyaya has served in various positions in Madhya Pradesh & Government of India. She has been involved in policy making and project execution in various sectors like Road Infrastructure, Finance, Health and Personnel

She has specialized in Roads and Infrastructure, having spent more than a decade in the sector. She has held key positions as Secretary, Ministry of Road Transport and Highways, India, Chairperson National Highways Authority of India, leading one of the largest Highway development programme in the world. She was also Director General, National Rural Infrastructure Development Authority and Additional Secretary Ministry of Rural Development, looking after PMGSY and other Rural Infrastructure programmes.

She has strong skills in building IT systems to bring in transparency and efficiency. She has worked on building infrastructure stack, for building most optimum road network for planning new roads, in sync with PM Gatishakti platform. She has successfully worked on developing Robust Roads Asset Management System in the country with introduction of Performance Based Management Contracts with IT enabled platform. For faster project execution, she oversaw the developed Transaction Based System in National Highways Authority of India. Building ecologically sustainable roads has been a priority with her, with usage of local material, propagating wide scale use of plastic waste in rural roads and highways. She also steered the very successful Asset monetization of Roads programme during her tenure, making roads as an attractive asset class for foreign investment.

She was also Director of National Rural Livelihood Mission. She has worked extensively with Self Help Groups & their Federations for inclusion of women in Government schemes & entitlements, creating rural enterprise of women and setting large Producer Collectives – Registered Companies. She is an innovator par excellence.
